[Handwritten at the bottom of the page: The issue was considered at a meeting of the CC Secretariat on 19 April 1966. It was suggested to Cde. Mashin that he quickly write a note with instructions taking into account the exchange of opinions in the Secretariat. (see Minutes Nº 1).

INSTRUCTIONS

to the Soviet representatives for participation in the work of the 64th session of the International Olympic Committee (IOC) in April 1966

 

1. During the selection of the cities to hold the 1972 Winter and Summer Olympic Games demand that all candidates guarantee free entrance to the competition of the athletes of all national Olympic committees recognized by the IOC and that the Games be held in accordance with the generally-accepted norms of international competitions.

 

2. When determining the site for holding the 1972 Olympic Games support the candidacy of the city of Lahti (Finland). In the event that the city of Lahti's bid is rejected vote for the city of Sapporo (Japan).

 

3. Support the organization of the 1972 Summer Olympic Games in Europe, and during the specific choice of a site between the cities of Munich and Madrid, vote for Madrid.
