Dear Comrades,
The necessity has arisen for us to send several young Party members to your country for their study of various technical aspects of conspiratorial work. If you agree with our request we would like to receive a message as soon as possible about how many people, at what time, and for how long we could send them.
At the same time, we would like to request that the period preparation for the three comrades indicated be as short as possible, and the program concentrated, as our need for these specialists is extremely great.
We will be grateful for your selfless assistance.
