Zhou Enlai and U Nu first talked about the decision made on the Geneva Conference regarding the armistice in the Korean Peninsula and the role of the US in it. Then they talked about the elements that complicated the Sino-Burmese relations and the need for building mutual trust and signing a non-political agreement. They also discussed the principles they would have in a joint statement before the signing of this potential agreement.

Mao Zedong and Nehru talked about mutual cooperation and the Tibetan issue. Mao stated that cooperation has to be mutually beneficial. He then promised a small number of troops to guard Tibet, and Ambassador Raghavan replied that India trusts China on the Tibet issue.

Zhou briefed Trevelyan about China’s position in Taiwan issue that was produced in a document produced by PRC National People’s Congress Standing Committee in response to Britain’s request.

The CIA assesses that the Chinese leadership is taking a more confrontational stance in order to win concessions from the United States vis-à-vis Taiwan.

O’Neill passed on a draft joint news release from the US regarding the date of the first Sino-US Ambassadorial Talk. Zhou first disputed with O’Neil that the US calling the PRC capital "Peiping" instead of "Beijing/Peking" in the draft was disrespectful to China. Then, Zhou said that the Chinese government needed some time to consider the time suggested by the US as well as the wording of the draft. He did not accept the explanation from O’Neill regarding the draft per se and the name the US used in the draft.
