The Polish Embassy in Moscow reports about changes to the wording of a Soviet-Romanian agreement, which "lacks wording referring to the obligations of the parties to take steps to defend the gains of the socialist economic integration, expansion of direct cooperation between the state and social organizations / and of course the problem of Munich."

Prime Minister Ion Gheorghe Maurer describes Romania's new policies and approach to relations with China and the Soviet Union at a time when Romania was increasingly attempting to distance itself from the Warsaw Pact and the Soviet Union's military control. Toward this end, Mauer proclaims a policy of military disengagement and disarmament, declaring that mediation and negotiation are the only legitimate way of resolving international tensions.

As part of the campaign to combat nationalist Romanian propaganda, the Moldavian leader informs the CPSU CC about the creation of a new section in the Moldavian Institute of Party History. This new section would include "a group of specialists... familiarized with the works of Romanian authors, [and] knowing the languages of the countries whose parties made up the Balkan Communist Federation."

Kim and Ceausescu discuss the international political atmosphere. Kim shows his concern for the intensification of dissident movements in South Korea. The conversation highlights the fragility of military dictatorships as evidenced by the cases of Portugal and Greece.

Note about the experiences of N. Palade, Chief Editor of the Romanian Red Cross journal "Sanatatea" at the Socialist bloc seminar of Red Cross journals. The information note discusses Czechoslovak reactions to the Soviet-led invasion and occupation of Czechoslovakia and especially of Prague. Palade describes his reception by the Czechoslovak officials and the current attitude of the Czechoslovak population vis-à-vis the Soviet Union and the other East Bloc countries, describing the pessimism that seized the population after the August 1968 invasion.

Conversation for the record between Zhivkov and Castro during a four-day-long state visit of the Cuban leader to Bulgaria. Among the main issues discussed was the state of economic development in both countries, their relations with Albania, China, Romania and Yugoslavia; the Cuban foreign policy in Africa and the Caribbean; the civil war in Angola; the battle for the Third World.
