July 5, 1954	Transcript, Ho Chi Minh's presentation at the Liuzhou Conference (excerpt) In his speech to the Liuzhou Conference, Ho Chi Minh thanks Premier Zhou for helping the Communist Party of Indochina. Ho Chi Minh then goes on to talk about the situation in Vietnam, and how they should be pursuing peace, but preparing for both war.
June 15, 1954	Summary, Zhou Enlai's presentation at a meeting of the Chinese, Soviet, and Vietnamese delegations Zhou Enlai states that under the current situation the communist side should make concessions on the Laos and Cambodia questions so that the conference will continue. Additionally he sees the key issue in the negotiation now is whether to acknowledge that there are Vietnamese troops in the two countries.
June 14, 1954	Telegram, Zhou Enlai to Mao Zedong, Liu Shaoqi and the CCP Central Committee (excerpt) Zhou Enlai writes that the French concern for their troops has made them more willing to negotiate. Additionally Zhou assures Mao Zedong, Liu Shaoqi and the CCP Central Committee that their side has maintained a positive attitude and the world will be left with the impression that their side has consistently pursued negotiations for reaching an agreement, whereas the US is merely attempting to sabotage the conference.
May 13, 1954	Telegram, Zhou Enlai to Wei Guoqing, and report to the CCP Central Committee (excerpt) In this telegram Zhou Enlai informs Wei Guoqing and the CCP Central Committee that the Western countries have raised the question of sick and wounded soldiers at Dien Bien Phu and are criticizing the Soviet Union. Enlai wants to counter the enemy plots with propaganda, but in the meantime thinks it would be better if some captured senior officers issued statements concerning the "humanist measures" being taken by their captors - but not by force.
April 28, 1954	Telegram, Mao Zedong to Peng Dehuai and Huang Kecheng Mao Zedong writes to comrades Peng Dehuai and Huan Kecheng informing them of the dangers that face the communists in Vietnam. There is a risk of enemy movement near the transportation line in the rear area which could force troops out of Dien Bien Phu.
April 17, 1954	Telegram, Mao Zedong to Huang Kecheng and Su Yu Telegram in which Mao Zedong instructs Huang Kecheng and Su Yu on how to proceed if an armistice is reached in Vietnam.
March 11, 1954	Telegram, Zhou Enlai to Ho Chi Minh (excerpt) Telegram from Zhou Enlai to Ho Chi Minh encouraging him to send a delegation to attend the Geneva Conference. According to Zhou Enlai important decisions will be made in Geneva, including decision on where the boundaries will be drawn in Vietnam.
September 23, 1955	Telegram from V. Zorin on Chinese-Vietnamese Relations In this telegram, V. Zorin discusses Chinese economic relations with the Democratic Republic of Vietnam. China has sent instructions to recall economic and political advisors from the DRV, but the Soviet Ambassador to the DRV has determined that economic assistance is still needed.
June 10, 1955	Telegram to Assistant Minister of Foreign Affairs V.A. Zorin from Army General Antonov Telegram to V. A. Zorin on establishment of a mixed Soviet-Chinese military mission in Hanoi.
May 27, 1955	Draft Telegram to the Soviet Ambassador in Beijing Draft telegram providing instructions to inform Premier Zhou Enali about a meeting between Soviet Ambassador to the Democratic Republic of Vietnam Lavrishchev and Pham Van Dong. The meeting addressed French-DRV relations and plans in South Vietnam.
