Memorandum from the Soviet Government to the Chinese Government on the Arms Reduction Issue

A memorandum from the Soviet government to the Chinese updating them on the arms reduction talks, a key component of which was a prohibition of the testing of atomic and hydrogen weapons. The Soviet proposal also called for reductions in conventional weapons and the prohibition of installing nuclear weapons outside their territorial borders.

Robert F. Kelley expands the recommendation of his May 3, 1949 memorandum ["Kelley Memorandum on Utilization of Russian Political Émigrés"] that the Office of Policy Coordination encourage the “existing striving of the Russian émigrés to create a central unifying organization” that would organize broadcast to the Soviet Union and be supported through a Free Europe Committee-llike committee in the United States. Telegram from Ivan Nikishov, to NKVD Commissar Beria. Nikishov reports on a visit by US Vice President Henry A. Wallace, who toured the Soviet Far East in May 1944. Nikishov was the Head of Dalstroi, the "Far North Construction Trust," part of the Soviet Gulag system which oversaw mining using forced labor in the Russian Far East. Nikishov quotes a number of positive comments from Wallace, as well as questions he had about Dalstroi's operations, such as the total quantity of gold mined.
