Report addressed by Minister of the Armed Forces of the Socialist Republic of Romania to Ion Gheorghe Maurer, Chairman of the Council of Ministers of the Socialist Republicof Romania

This report by Romanian Minister of Armed Forces Ion Ionita to the chairman of the Romanian Council of Ministers, Georghe Maurer, refers to the latter's participation in the Conference of the Warsaw Pact Defense Ministers. The conference resolved outstanding problems concerning draft statutes. The observations of the delegation of the Ministry of Armed Forces approved by the party and state leadership have all been included, with the exception of article 12, item A, regarding the stationing of troops of the United Armed Forces on territories of member countries, on which the Romanian party reserved the right to reflect.

The Foreign Ministry suspected that the US was trying to buy time using ridiculous excuses. China must prevent the US from doing so. The Ministry instructed Wang different responses to give in various scenarios, and asked Wang to change the word in the text “as soon as possible” to “expeditiously.”

According to the Ministry, it seemed that the US had agreed with the text of the agreement, and that the US was about to drop its emphasis on having China promise an exact time to release American civilians. The Ministry still instructed Wang to stand firm on China’s stance in case the US pressed the issue once again in the next meeting.

Secretary of Defense McNamara and his Deputy Gilpatric discuss whether assisting the French with missile technology would advance their nuclear weapons program. They speculate that it will help indirectly, missile aid would reduce the cost of the French missile research program and those saving could be directed to warhead production.

Edward Biegel of the Bureau of Western European Affairs answers Undersecretary Ball's questions on French nuclear ambitions and Western European collective security. He makes the arguments against nuclear sharing, and also mentions the fact that a Baltimore Sun article likely alerted the Soviets to the fact that the US deployed tactical nuclear weapons on the German front.

Memorandum from Under Secretary of State George W. Ball to President Kennedy, 'A Further Nuclear Offer to General De Gaulle'

Undersecretary Ball outlines for President Kennedy the reasons why assisting the French nuclear program is not in America's interests. It suggests that De Gaulle would only accept assistance if there were no political conditions attached, and to do so would jeopardize US interests in Europe and NATO.
