Protocol on exchange of employees and information in the scientific, technical and security fields for the year 1974

This protocol arranges for short visits between Czechoslovak and Soviet Interior Ministry experts, functionaries and scientists to visit the other's country in order obtain information on topics including physical and chemical research methods, infrared, spectrophotometry and chromatography technology and the use of science and technology in the military. Both parties agree to mutual consultations on questions relating to public security, the military and the shared border of the CSSR and USSR. Publications on security and criminology are listed by title and the number of copies to be exchanged is enumerated.

Agreement about Cooperation between the Ministry of Internal Affairs of the Czechoslovak Socialist Republic and the Committee for State Security under the USSR Council of Ministers

The Czechoslovak Ministry of the Interior and Soviet KGB agree to coordinate security efforts and bilaterally exchange information obtained by the security organs of both states along the lines of politics, military business, agriculture, technology and science. The two parties agree to share intelligence and counter-intelligence collected in the aforementioned areas.

Contains information on active measures undertaken by the KGB residency in Ankara, Turkey during the late 1970’s and early 1980’s. The residency carried out active measures to destabilize Turkey’s military regime, undermine US military personnel’s sense of security through the publication of threatening leaflets, inflame the rivalry between Greece and Turkey, and foster anti-American sentiments.

Mitrokhin provides detailed descriptions of several operations involving altered or fabricated personal correspondence, as well as newspaper articles written by, or ‘inspired’ by KGB agents or confidential contacts. The KGB residency claimed that these operations resulted in, among other things, the removal of Foreign Minister Nuri Birgi from office, and the expulsion of several American diplomats for allegedly interfering with Turkish elections.

He lists the specific information requests the French have made, and expresses concerns about their requests for star-tracker navigation equipment and US contractor support. He recommends an exploratory meeting between John Foster and Jean Blancard, the French Ministerial Delegate for Armaments.

Captain Stelian pleads with the Commanding General of the General Staff in Bucharest to intervene on behalf of himself and 23 other Romanian soldiers who were captured by the Allied Forces, held in POW camps in Germany, and then transported toward the USSR. A list of the names of these soldiers is attached.
