Report of Pham No Mach [Pham Ngoc Thach] to the Soviet Envoy in Switzerland, A. G. Kulazhenkov

Report of a meeting with an emissary of the Viet Minh government who requested Soviet support for Vietnamese forces in their independence war against the French. Pham Ngoc Thach stresses the communist nature of the Republic of Vietnam's government, explaining that the Communist Party was only dissolved in 1945 "to avoid provoking a negative American reaction." Pham also discusses his meetings with the French Communist Party in Paris, and the situation in other Southeast Asian countries, including Malay, Indonesia and Thailand.

Soviet Report by Cuban Involvement in Assisting Partisans in Other Latin American Countries

Report on a conversation between Fidel Castro and Soviet representatives. Castro believed that revolutionary situation has developed in all Central American countries (except Mexico) and a few South American countries. In his opinion, a slight push in the form of armed actions by partisans would rally the peasant masses and bring about regime change. The report also discussed Havana's low opinion of many Latin American Communist Parties. Cuba's bypassing these parties in interfering in the respective countries' affairs worsened the relations between them and Havana.

Eldridge Cleaver sends a message to Kim Il Sung celebrating the twenty-third anniversary of the founding of DPRK. Cleaver praises the Juche principle and the Korean revolution for national independence against the Japanese fascists and US imperialists. Koreans are described as the prime mover of the international revolutionary movement and as having built a powerful independent socialist country. Cleaver praises North Korea's efforts in reaching out to the southern hemisphere that is suffering from US neo-colonialism.

The Soviet Central Committee informs their Chinese counterparts that, in light of the arms reduction talks taking place in Geneva, Soviet nuclear assistance must cease. The Chinese had requested a sample atomic bomb and technical data, but the Soviet feared that doing so would imperil the efforts of the socialist countries in Geneva.

Letter from Ri Sang-jo to the Korean Workers' Party Central Committee

Ri Sang-jo seeks to redress the issue of aid from the Soviet Union by reminding party members of the CPSU's friendship and assistance to the North Korean people both before and after the Korean War. Ri discloses Soviet criticism of Kim Il Sung's economic policies and the cult of personality during meetings held in Moscow in the summer of 1956 and insists that the DPRK learn from the experiences of the fraternal communist parties in economic planning and in their struggles against cults of personality.
