The United Nations Press Section releases an announcement on the Consultative Group meeting on development assistance to the Republic of Korea in Tokyo on 28 and 29 October, 1971. ROK Deputy Prime Minister Kim Hak Yul announces the Third Five Year Plan, which targets increased financial stability through investment financed by ROK savings and adjusting state policies.

The ROK government is anxious about the Nixon-Zhou Enlai meeting.Their anxiety stems from the US military disengagement in the ROK, Zhou's four-point program, and the potential for communist China to sway UN votes on the Korean question.

The ROK-US airlift military exercise "Freedom Vault" raises tensions with North Korean. The timing of the exercise may also bolster the current administration's prospect for reelection. Additionally, ROK troops are replacing US troops in the DMZ.

Upon concluding the discussions on the reduction of US troops, Park Chung Hee announces that, with the exception of Panmunjom, ROK forces will be responsible for the DMZ.

During a press conference, President Park Chung Hee announces the withdrawal of ROK troops from Vietnam. Kuzbari notes that this decision is likely due to the upcoming presidential election, the strong opposition party, and the withdrawal of US troops from the ROK.

In a drastic change from previous policy, President Park Chung Hee called for the peaceful reunification of the peninsula. One of the prerequisites would be North Korea's uneqivocal acceptance of the competence and authority of the UN. Some believe that the strength of the ROK economy and SALT program may have prompted Park's change in attitude.

ROK government consents to US troop withdrawals in exchange for a modernization program of ROK forces and a public statement from US about their continued support and protection of the ROK. Additionally, Park Chung Hee visits South Vietnam and confirms the presence of ROK troops until the end of the war.

The Park administration continues to urge that a modernization of ROK defense forces needs to take place before US troop withdrawal. In a crisis of confidence, the ROK government fears US abandonment vis-a-vis North Korea.
