At the present moment, when talks on questions of interest to Iran and the USSR begun by me and Your Excellency in Moscow and then continued in Tehran, have concluded with a favorable result, thanks to which full mutual understanding has been achieved between both friendly and neighboring countries and thus a new era is opening in relations between Iran and the Soviet Union, I consider it necessary to express, both on my own behalf and on behalf of the Iranian government and on behalf of the Iranian people, gratitude for the valuable assistance and good will displayed by Your Excellency which provided an opportunity to accomplish such a great achievement and a favorable conclusion to the talks.

I thank you, Your Excellency, for the friendly sentiments expressed in your telegram in connection with the successful conclusion of the Soviet-Iranian talks in which you personally took such an active part. I am confident that the agreement between the USSR and Iran reached as a result of these talks will serve to further develop and strengthen the cooperation and friendship between the peoples of our countries.
