I report that this year the Ministry of State Security (MSS) of the People's Democratic Republic of Korea, in reference to the Memorandum of Cooperation with the Ministry of Interior of the People’s Republic of Poland, requested the following technical and material assistance:

1. Purchase of operational technology equipment between 1989 and 1990 (list attached).

2. During the meeting of representatives of the security services of the socialist countries 23–31 January of this year in Pyongyang regarding the preparations for the 13th [World] Festival of Youth and Students [request was made] to transfer or rent the following equipment:

- Type GC-710 explosives detector, made in FRG – 5 pieces;

- improvised bomb and mine detector type MEL-220, manufactured by the firm “Melton FRG” – 2 pieces;

- Portable X-ray detector type GPA-8200, manufactured by the firm "Heyman FRG" – 2 pieces.

3. A visit of a two-man operational group from the DPRK Ministry of Internal Affairs, mid-May–early July of this year. , in connection with the security preparations for the 13th World Festival of Youth and Students Pyongyang (letter attached).

The cabinet of the Minister asked relevant service chiefs of the Ministry of Internal Affairs to examine the possibility of providing assistance.

According to information received, the Ministry of Internal Affairs of the People’s Republic of Poland does not have any surplus of special technical equipment that could be re-sold to the Korean side, since it was, in most cases, acquired in the second payment area.

On the other hand, as regards the domestically manufactured equipment (2,000 telephones), a meeting was held in Warsaw on February 14, with the Director of the Communications Board of the Ministry of Internal Affairs of the People’s Republic of Poland and the Director of Radio Factory  "Radmor" with the Director of Communications Board of the DPRK MSS. During the meeting, the Korean delegation was briefed in detail on the possibilities of purchasing and ordering communications equipment manufactured in Poland. It was also promised that the Communications Board of the Ministry of Internal Affairs would assist in the purchase of this equipment.

As regards devices required to secure the 13th Festival of Youth and Students, it was established that the Ministry of Internal Affairs of the People’s Republic of Poland people does not have such equipment. Nor does any institution in the country, nor is it produced in Poland.

As for the adoption of the two-men operational group, the Chief of the Troops of the Ministry of Internal Affairs Comrade Maj. Gen.  Edward Tarała expressed the opinion that it was not necessary for the DPRK to send an operational group, but that, if specific arrangements in this regard had been made at a conference in Pyongyang, they should be implemented.

Deputy Chief of the Security Service, Com[rade] Brig. Gen.  Cz. Wiejak stated in his position that during his stay in Pyongyang, in a discussion of the issue of securing the 13th World Festival of Youth and Students, it was agreed that representatives of the DPRK MSS would come to Poland for the period prior to the beginning of the festival.

The Korean side’s proposal showed that these employees would come to the DPRK Embassy in Warsaw and, from this position, would cooperate with the appropriate cell of the Ministry of Internal Affairs of the People’s Republic of Poland. Com[rade] Brig. Gen. Cz. Wiejak states that the position and the proposal put forward in the request to Comrade Gen. of the Branch  Kiszczak (letter dated February 18, 1989, attached) goes beyond the arrangements made during the talks in Pyongyang. At the same time, Brigadier General Cz.  Wiejak says that in order to maintain the developing friendly relations between the two ministries, the following solution should be adopted:

- invite  two employees of the DPRK MSS to stay for up to three weeks before the festival, as there is no rationale for their prolonged stay;

- Provide room and board for the above [mentioned delegation] during their visit at the Ministry of Internal Affairs hotel on Słoneczna Street and, depending if need be, provide means of transport.
