September 14, 1992

The Chancellor's [Helmut Kohl's] Meeting with Israeli Prime Minister Rabin on Monday, 14 September 1992

Kohl and Rabin discuss the situation in the Near and Middle East and the changed in Syria's position toward Israel after the demise of the Soviet Union. Rabin expresses concern about the continued arms race in the region and Syria's purchases of Scud missiles from Russia and Slovakia. He also reiterates Iraq's continued capability to go nuclear within 5 to 6 years despite international arms control inspections. Last but not least, Kohl and Rabin discuss the situation in Iran and Kohl's contacts with President Rafsandjani.

The Chancellor's [Helmut Kohl's] Meeting with French President Mitterrand on 7 July 1992 in Munich

Kohl and Mitterrand look into issues of nuclear power plant safety in the former Soviet Union as a key theme on the agenda of the World Economis Summit in Munich. Both complain about American and Japanese reluctance to agree on the establishment of a joint G-7 fund in this field.

Bush reports about his recent conversation with Mitterrand on the establishmet of the Eurocorps and NATO's European pillar. Kohl thinks that U.S. concerns over the Eurocorps  were exaggarated reiterating that the Federal Repubic wanted a continued U.S. military presence in Germany and Europe. Bush complains about French reluctance to expand NATO's functions including out-of-area missions.

Mitterrand emphasizes that Yugoslavia could turn into "a second Vietnam” in case of a Western military intervention.  He questions the rational of U.S. and British policy in the Balkans and rejects France's military involvement. Kohl rules out Germany's participation in military operations.

Kohl and representatives from the American Jewish Committee talk about the opening of the U.S. Holocaust Memoiral Museum in Washington DC in 1993. The American Jewish Committee asks Kohl for more flexibility in terms of the Jewish claims conference.

Eagleburger reviews his most recent visits in Russia, Bulgaria, Albania, the CSFR and Romania. Bohl and Eagleburger discuss the security of nuclear power plants in Russia, the CIS and Eastern Europe as a pivotal theme for the agenda of the 1992 Munich World Economic Summit. Eagleburger sees no chance for U.S. financial support for Russia prior to the 1992 Presidential elections.

One-on-one talks between Minister of State Schmidbauer and Minister of Security Fallahian

Schmidbauer and Fallahian review possibilities for increasing bilateral cooperation in the intelligence field. Schmidtbauer does not see any chances to asssist Iran in the completion of the Bushehr nuclear power plant. He  requests Iran's assistance in the release of German hostages in Lebanon.

Kohl and Miyazawa talk about financial aid for Russia and preparations for the 1992 World Economic Summit as well as Kohl's request for additional Japanese economic support for Russia. In contrast, Miyazawa highlights the importance of the unresolved territorial question over the Kuriles.

The Chancellor's [Helmut Kohl's] Meeting with Polish President Walesa on Tuesday, 31 March 1992

Kohl and Walesa talk about Poland's eagerness for EC membership and their shared irritation about general Western reservation in terms of EC enlargement. They discuss the desire of the Visegrad countries for NATO membership. Kohl reiterates his aim to to have a relationship with Poland that was similar to the German friendship with France.
